does it matter about the phase of the moon as to when one should cast a spell?

The moon has everything to do with all your spells...You cast spells in certian moon phases to get different results... for example...The new moon is the best time for magick to decrease, eliminate or banish something which you want less of. Perhaps you want to decrease the amount of negativity in your life. Or to decrease the amount of pain from a physical ailment. Or maybe you want to quit smoking. This is the best time to cast a spell to do this with.

Moonlight, you've asked a fairly important question and one that I don't believe has been previously asked yet on this site. [smile]
I agree with Woventear that the Moon phase you choose is important to get the proper results. However, I don't believe that the New Moon is the best time to "decrease, eliminate or banish" things like bad habits. My readings and personal magickal work have shown that these are best accomplished during the Waning Moon.
It's important to match your spells with particular Moon phases in order to add the Lunar energy and power to your magickal and ritual work. In addition, particular days of the week and sometimes even the actual hour influence the outcome of your spell. Although it would appear to be complicated, it really isn't as complicated as it sounds.
Also, please bear in mind that although it's best to perform spellwork in sync with the proper Moon phase and day of the week, if you MUST do a particular spell and it absolutely can't wait for the appropriate time, then go ahead and do it. Your intention is what truly matters most. But, if it's not an urgent situation, then it's best to wait for the correct time. The best circumstances bring about the best results.
The Lunar cycle is divided into four basic phases. There are smaller divisions, as well, but for most spellwork, the following four phases are used:
The New Moon is the beginning of the Lunar cycle and is a time of newness and rejuvenation. This is when the Moon is completely in line with the Sun and the Earth, so the sky appears dark with no visible moon. Appropriate spells during the New Moon are those pertaining to new beginnings of any kind, beauty, health, personal improvement, and new employment.
The Waxing Moon is the period of time between the New Moon and the Full Moon. The Moon is now visible in the night sky, and each successive night the moon gets a little larger. Appropriate spells during the Waxing Moon are those that deal with growth, courage, motivation, inspiration, friendship, elemental magick, healing, and luck.
The Full Moon is when the entire Moon is completely visible in the sky. Although the Full Moon is only one night, you can harness the power of the Full Moon for up to three days before and three days after the Full Moon. Appropriate spells during the Full Moon are those regarding artistic projects, love, romance, fertility, psychic abilities, and making decisions. The actual Full Moon is also an excellent time to
tools, crystals and stones for ritual work.
The Waning Moon is the time between the Full Moon and New Moon. Each night, the Moon appears to get smaller and smaller until it disappears. Appropriate spells for the Waning Moon are those dealing with banishing and removing things in your life like bad habits, addictions, and ending relationships.
Regarding days of the week for spellwork, no matter what day, the most powerful times of each day are sunrise and sunset. Sunrise enhances and empowers spellwork dealing with new beginnings, new job, new love, or a new path in your life. Sunset in general enhances and empowers any kind of spellwork. Midnight is called "the Witching Hour" or "the Witches Hour" and is also a very potent time for spellwork. As for the best days of the week for certain spells, here's a general guideline to follow:
Sunday:
Best for spells dealing with health, prosperity, power, joy, leadership, protection, ego, authority figures, healing, self knowledge, happiness, hope, strength, individuality, husbands, spirituality, and fortune.
Monday:
Best for spells dealing with intuition, spirituality, dreams, female fertility, protection, emotions, psychic ability, subconscious, women's mysteries, clairvoyance, home, family, medicine, voyages, messages, mothers, small animals, children, sisters, wives, instincts, and the feminine side of the male.
Tuesday:
This day is best for spellwork dealing with courage, conquest, energy, violence, breaking away negativity, physical strength, health, leadership, endurance, independence, revenge, power over enemies, education, fast action, war, prison, surgery, and healing.
Wednesday:
Best for spellwork dealing with divination, learning, higher education, communication, wisdom, addiction, knowledge, travel, artists of all kinds, perception, mental clarity, strategy, young people, business negotiations, teaching, debt, fear, loss, and self improvement.
Thursday:
This day is best for spellwork dealing with happiness, money, luck, expansion, prosperity, wealth, business, male fertility, growth, generosity, older men, masculine side of the female, legal matters, honor, clothing, men's professions, and spiritual attainment.
Friday:
This day is best for spellwork dealing with love, friendship, beauty, peace, lovers, marriage, sexual matters, pleasure, affairs, romance, attraction, art, music, gentleness, partnership, physical beauty, scents, social activities, women problems, protection, and affairs of the heart.
Saturday:
This day is best for spells dealing with psychic ability, psychic defense, the elderly, deaths, meditation, communication with spirits, defense, obstacles, life, freedom, self discipline, protection, locating lost items, locating people, and fighting diseases and pests.
